Programme purpose
The Bild CAPBS Senior Leaders Programme is designed to support senior leaders to lead the implementation of Positive Behaviour Support (PBS) as a whole-organisation approach, rather than as a set of individual interventions or plans.
The programme recognises that effective PBS implementation:
- Takes time.
- Requires shared understanding and alignment at senior leadership level.
- Involves iteration, reflection, and adjustment.
- Depends on Tier 1 foundations: capable and supportive environments, active support, and strong practice leadership.
The programme therefore focuses on culture change and building the conditions for sustainable PBS.
Who it’s for
The CAPBS Senior Leaders programme is for organisations that recognise the need for a clear, coordinated implementation plan. It aims to create sustainable, effective change that positively impacts supported individuals.
Organisations must be committed to building the skills, capacity and confidence to deliver good support that enables people to thrive.
How the programme works
Four half-day sessions are delivered by 2 senior Bild CAPBS consultants with experience of effecting change in the sector.
The sessions act as structured anchor points over approximately 12 months (usually 1 per quarter), with time between for reflection, communication, testing ideas in practice, and progressing agreed actions.
This programme is underpinned by implementation science and reflects current evidence about successful embedding of PBS as a system approach.
Bild CAPBS Consultants
CAPBS Consultants act as experienced ‘critical friends’ and are a valuable resource to help organisations to honestly review and reflect on practice, systems and programmes.
A report and recommendations at the end of the programme, where there is the option to join our Partners Programme.
Learning outcomes

Develop a shared, practical understanding of Positive Behaviour Support (PBS) across the organisation, including agreed definitions and intended outcomes.

Explain the organisational conditions required to develop, embed, and sustain PBS, including leadership, workforce capability, systems, and culture.

Identify and agree organisational PBS outcomes, and outline the activities, actions, and phased plans required to achieve them over time.

Analyse the organisation’s current PBS position, identifying strengths and gaps across the three PBS tiers to support ongoing evaluation and continuous improvement.
