The Service

Grampian Primary Care NHS Trust currently provides an inpatient residential service for people with learning disability in two hospitals located 50 miles apart, Ladysbridge Hospital, Banff and Woodlands Hospital, Aberdeen. The Trust also provides a wide range of health services to people with a learning disability in the community, through enhanced funding to the local generic health services and specialist community teams to support people with complex health needs.

The Review
The Review took place over a sixteen day period in April and May 1999. It looked at the service for eight people, four people living in Seaton Villa, Ladysbridge Hospital and four people living in Alder House, Woodlands Hospital.

The members of the Review Team were:
o Mrs Josie Burnett Parent
o Mrs Kathleen Bridges Parent
o Mrs Ann Sutherland Principal Planning Officer
o Mrs Liz Sergeant Project Manager, Social Work
o Mrs Margaret Evans Support Team Leader
o Mrs Avril Sharp Support Team Leader
o Mrs Anita Young Therapies Manager
o Mrs Fiona Parley Deputy Nursing Services Manager

Grateful thanks are extended to the people that allowed the team members to spend time with them; the staff in the services reviewed; the members of the Review Team; to the two Quality Coaches Anne O'Bryan and John Dalrymple; and to Grampian Health Board for funding this initiative.

What was going well?

  • Most people have privacy when receiving personal care, which is done well. Some people have strong family relationships and family views are listened to.
  • Staff work very hard to keep people safe.
  • Most people get a lot of support to stay healthy.
  • Some staff members respect individual differences and support individuals as much as they can.

What needs to be improved?

  • The service needs to do more to offer choices to people, and help people who don't use speech be involved in major life decisions.
  • Most people have very limited involvement in everyday activities.
  • Some people are not always treated with respect and some people require more support to keep them safe.
  • Few people have relationships with people other than paid staff or family members.
  • Most people have very little involvement in the local community.

Summary
The Quality Network Service Review enabled the Trust to identify areas that can be developed to improve the quality of life for the residents in this service. The action plan sets out what needs to be achieved to realise this.
